Access denied in ESM Tracking Center

Using Exchange Server 2003 SP1 on Windows 2003 SP1

I have installed ESM on my workstation and when I go to the Message
tracking Centre to search I get this error.
I am a domain admin.

Exchange System Manager
Access denied.  Facility: Win32 ID no: 80070005 Exchange System Manager 

What permissions are required on in ESM for the Exchange Servers.
