Can't vouch for this in an Ex 2003 environment, but, as a reference, in an
Exchange 5.5/AD/Outlook 2003 environment, public folder permissions changes
take from 5 - 10 minutes to apply.

With one Exchange Server, how long should it take for client
permission changes to a public folder? All clients are running Outlook
2003 in non-cached mode.
