The new system increases bureaucracy for sure. Each module is a test,
therefore separate forms etc. Even if they're taken all at once. Teachers
should be covered for extra work and paid per module--let's
see... Theoretically there are advantages for the students, but it'll be
much more complicated for the teachers and office staff. From the reaction
of my principal, I expect a tough sell.
