I think the only options in Israel are either a university certificate program such as TAU's Foreign Language Teaching [if you have a BA in English or Linguistics], or one of the "hasava" programs [retraining for academicians, or graduates of departments other than the above] at one of the colleges of education.

Kibbutzim College also offers certificate programs in the teaching of L2 reading.
