Hi Louise,
     Before I was an English teacher, I taught in primary schools (special
ed) for 18 years.  As far as I can see, our English inspectorate is much
more willing to listen to teachers in the field, and makes an effort to do
so, than other inspectorates in the ministry.  The problems with the
educational system are just that - problems with the educational system, not
specifically problems that are unique to English teaching (although I do
think that we are unique!).   Too many kids in a class, appalling physical
conditions, silly pay scales, wrong-headed testing policies etc. are not
controlled by our inspectorate.  I'd like to believe that our inspectors,
having been teachers in the field in the past and present, realize what's
wrong and do their best to voice their opinions as well.
As to the agenda at an ETAI conference, that's determined largely by
wonderful volunteers who are willing to share their experience and knowledge
by giving presentations, not by the inspectorate.  Those inspectors who
attend conferences do so as equal participants to everyone in attendance.
The program and organization are done by other volunteers in order to
promote professional development and dialogue among the community of English
teachers in Israel.
