Dear ESTAF members,
In November 2016, the EU (European Commission – DG JRC), the US (NICEATM, EPA,
CPSC) and Canada (Health Canada), submitted a project proposal to the OECD for
the development of an OECD instrument ( the exact name of the product will be
defined later in the course of the project) for Defined Approaches (DAs) for
Skin Sensitisation, that would make DA predictions covered under Mutual
Acceptance of Data (MAD).
The proposal was discussed at a meeting of the OECD Working Group of the
National Coordinators of the Test Guidelines Programme (WNT) in April 2017 and
was included in the work plan of the OECD Test Guidelines Programme (project
4.116).
Given the nature of the project, the WNT wishes to be involved early on in the
implementation of the project and for this reason a special session of the WNT
will be held in December 2017.
The main purpose of this WNT meeting is to discuss the development of an
evaluation framework that, once agreed, will be consistently applied to the

The lead countries of the project are actively working on preparations for the
December Special Session of the WNT, in particular the JRC has prepared a short
questionnaire as a thought starter for the WNT meeting.
As mentioned in the attached message of the secretariat of the OECD Test
Guideline Programme, the questionnaire is primarily addressed to the WNT
members who are invited to share the link with their expert networks.
As network of the European Commission we invite you to complete the
questionnaire at the following link:

ESTAF members who already received the link via the OECD secretariat need to
complete the questionnaire only once.

The lead countries of the project on a Performance-Based Defined Approach(es)
for Skin Sensitisation (project 4. 116 led by EC/US/CAN) are actively working
on preparations for the December Special Session of the WNT.
A draft agenda should be available within the next couple of days will be
posted on the WNT community site.
In order for the leads to understand your needs and generally the needs of
regulators on Defined Approaches and what you, as regulators, consider
important aspects in the development of this new Guideline, the JRC has kindly
prepared a short questionnaire (5 questions) as a thought starter.

This email with the link above is only sent to the WNT only, as responses are
expected from the WNT primarily.
However, the lead countries understand that you may also want other
organisation(s)/regulatory agency(ies) in your country to take a look and

· If you decide to share the link with other organisations/agencies who
you feel are relevant and competent to respond, please note that responses
should be from chemical regulators, who are familiar with OECD Test Guidelines
and Mutual Acceptance of Data, and with regulatory requirements within their
jurisdiction.
