Reason is to prevent mistakes like trying to cd to lots of dirs at once, or sending "mixed" items to a command. But activating any filetypes-item on the context-menu, or running "file.open_with", will process all selected items. These things involve some extra intervention by the user, and as such, opportunity to reflect on what's being initiated.
