There's nothing magic about the digits, so 20? > I insisted for 9 as the magic number since to me it seemed reasonable to assume that any user could expect being allowed to map from one to nine actions for a given filetype, considering the easily ordered digits present on most keyboards (zero might be considered first, but is in the wrong ordering place, or ten, but that's not very intuitive). But then, I also assumed that there wasn't much overhead extending this. In any case, six is already much useful.
