Looking at this eBird map, it's very unlikely. Even in Florida they are
almost always found near the coast. You would be hard pressed to convince
any bird records committee to say this was a wild bird.

"A fairly common, uniquely-marked duck, the White-cheeked Pintail is
spottily ditributed throughout South America and the Caribbean. There are
currently three recognized subspecies of White-cheeked Pintail including a
sendentary population on the Galapagos Islands. More often found in
brackish waters than other dabbling ducks, the White-cheeked Pintail is a
resident of mangrove swamps, small lakes, and coastal lagoons. They forage
primarily for aquatic plants and seeds from the surface of the water by
head-dipping and upending. Occasionally, when food is abundant,
White-cheeked Pintail will sometimes gather in large groups of 1,000
individuals or more."
