Dear friends
The Parliament passed the CAF Act in 2016 amid massive protests by forest
rights groups, as it is ecologically destructive, gravely violates the
constitutional and legal rights as well as livelihoods of crores of
adivasis and forest dwellers in India, and perpetrates criminal atrocities
against them. In its current form, the Act inventivises the forest
bureaucracy to illegally and rampantly grant approvals for forest diversion
without regard to the FRA or PESA.
The government had assured the people that CAF would comply with the FRA
and rights of gram sabhas, but has failed to deliver on its assurance, as
large-scale rights violations and destruction of natural forests continues
unabated! Draft Rules endorse the control of the colonial era forest
bureaucracy over community forests and incentivise atrocities and
mismanagement of public funds.
Call upon the Parliament to take action against CAF Act and draft Rules in
the Monsoon session!
