agreed, 1 month is enough.
the way of transportation is under question.
via sea? since no warships, then Spanish trading Co paid for a sloop to
transfer him incognito under the nose o entire British Fleet, maybe he was
hidden in fishnets
via land? sure the Caravan transfering salt from Murmansk to Madrid just passed
from Copenhagen
possibly via air. a Zepelin? a Baloon???

For simplicity reasons gentlemen 1 month is assumed to be enough for a leader
to travel anywhere. It is a Napoleonic wargame on a very strategic level, not a
complete historical simulator.

Provided that some kind of line of communications exists from some place to
another one may assume that a leader uses fast carriages of an established
postal system (overland) or some fast ship over water.
It beats me how he does this when he is with an isolated force, hundreds of
miles behind enemy lines
