[ 10.8 ] SETTLING DISPUTES: Although it is pointed out in numerousplaces
throughout the rules that major powers with conicting and equalclaims may
settle their disputes through mutual agreement or throughcompetitive die, rolls
(sometimes modied), other cases can arise that arenot mentioned elsewhere. In
all these cases, if a mutual agreement cannotbe reached, let unmodied
competitive die rolls decide. for example, ifleaders or army factors are
captured by mixed forces controlled by morethan one major power, the control
over the "prisoners " can be decided bymutual agreement or, if agreement cannot
be reached, by competitive dierolls (roll for each factor or leader over which
there is a disagreement).
