To be honest i may not recall cases where we allowed for this to happen (let's
hang those who did it!!!!), but my understanding is that when a corps retreats
it moves to safety towards a supply source (either depot or its capital if no
depot is on the map). So, it should retreat in an area where it may
conditionally trace supply and a garrisoned area is not valid for this purpose.
i will check the rules again if there is something more clearly written.

in areas with garrisoned cities we have already allowed corps to retreat and
none objected. Which is not unrealistic to me, since the garrisons are said to
be inside the city. But garrisons on depots, are in the area, not in the city.
So how we treat possible retreats there?

Do we consider depots with garrison a hostile force in the area for retreating
reasons? For example can a French corps retreat post-battle into an area where
Prussia has a garrisoned depot?
