A. Correct. Russia you need a depot in St. Petersbourg to support this move
since you don't have any other port in the area. Bear in mind that the
depot will be ungarrisoned though.

B. Crossing rivers is +1 movement, in two cases (Vitebsk & Kiev) a Russian
corps had to force-march, so a supply roll is needed with -1 due to
force-marching. Otherwise the move is valid.

C. Not pending if he builds a depot in St. Petersbourg, knowing off course
it cannot be garrisoned.
