Yes, as long as these factors are the same with the factors received in
reinforcement. For example if in the reinforcement you receive militia, and
your corps has only infantry factors, you cannot place the militia factors
directly in the city from the reinforcement phase. You place infantry in
the city and militia in the corps during reinf. Then if none plays before
you to attack your corps, you change again during move and leave militia in
the city and return the infantry to the corps. Of course if you are
speaking about Spain who is not at war, there is no reason why you should
not do this directly.
*2) If both the city and corps are in full capacity, can we still exchange
factors between them? Is the exchange simultaneous, or is it a two step
process, i.e. does one of the two (city/corps) still be able to hold the
transferred factors from the other object, before sending back other
factors? *
Not sure about this one, I would go with "simultaneous" exchange to keep
things simple but others could object.
