You combined with Russia, Austria, and Prussia. All of them play before
France and Spain normally. Order of play for combined moves is the one with
the latest initiative. Since you chose to play after France, you draw
everyone later with you. So now naval order of play is like this
*NAVAL PHASE*
1. Turkey
2. France
3. Russia/Austria/Prussia/GB
4. Spain
France will not move this naval, but since Turkey is at war we wait for
Theo to play and then Russia/Austria/GB play naval together.
