[eiagreek] Finalising March turn and new house rules

moving on with the turn, I did some corrections as I don't see people
enthusiastically doing them and we continue to delay
* Russia to position its prisoner under Prussian control. ok done by me*
-Clear Battle in Konigsberg (Prussian casualties, retreat Kutuzov, VP s ,
etc). *DONE, Pending Kutuzov Retreat. done by Russia*
-British moves & supply for Prussian corps (4$). *PENDING Britain
announced no moves, only paying for Prussian supply. Therefore I deducted
the $4 from his treasury myself.*
-Sort out/Clarify cost of 6 Russian corps in Konigsberg. Note says it
cost 3$ but depot can only pay for 4 corps. *PENDING. Only 4 corps could
be paid from Koningsberg depot. Therefore cost for 4 corps was $2. The
other corps have to be paid by Kovno depot which is the closest, costing an
additional $2 each. Therefore $2+$2+$2=$6, so I deducted an additional $3
from Russian treasury*
Now can I propose one or two house rules:
1. When there is a discrepancy in a turn (example - less or more $$ paid) *the
active player should update immediately*, not leave it for the next player
because we risk forgetting it.
2. When a player feeds corps with another player's money, *he must
immediately deduct the amount from his allies treasury*, as he does on his
own. Otherwise, again, we risk forgetting it.
