Magid (our 'green' ward councillor) came to our ECCO general meeting back in
August, and one of our concerns was traffic calming measures. Magid has sent me
an email with details of the costs such measures would have entailed in a very
small scheme (next to Broomhill Infant School, so it's Beech Hill Road Watson
Road). Here is the text:
A very rough estimate based on an area of a similar size would be £50,000 to
implement a sign-only 20mph area. This includes the commuted sum which is
payable to Amey after every scheme is built to cover the maintenance costs of
the scheme.
Changing or extending a speed limit requires the making of a Traffic Regulation
Order (TRO). This involves a statutory legal process whereby interested parties
need to be consulted and a draft Speed Limit Order be formally advertised for
objection. If any objections are raised, these have to be considered by the
Council through the powers of appropriate delegation before a final decision is
taken.
The total cost of installing a 20mph includes:
* Sheffield City Council staff time to deliver the scheme and carry out
consultation
* Consultation leaflet production and delivery
* The legal process of the Speed Limit traffic regulation order
* Amey Detailed Design fees
* Amey Construction of the scheme (including entry signs, posts, 20 mph
repeater signs (these need to be installed every 150m approx.) and red
surfacing)
* The commuted sum (100% of the cost of the build of the scheme so it
effectively doubles the price of the build costs)
Physical traffic calming measures (such as speed humps) have proved effective
at controlling speeds and reducing accidents, but are extremely expensive. It
would cost at least £150,000 for a small traffic calming scheme.
It looks expensive!
