I just wanted to explain how proactive we are to parking in the area.
Brocco itself has only one parking business permit which is for me and I use
4-5 days a week for a max of 9 hours used during the day when there are plenty
of spaces.
We pay £2,500 a year for parking with the church and are always proactive in
directing guests to this facility – all guests are asked on arrival where they
have parked – we have a space for every room using behind the hotel and at the
church. There is little need for them to park in your space.
We have parking instructions on our confirmation information that goes every
resident on booking.
We have parking info for others on our website. We always help locals parking
for the restaurant on where to park – not in your spaces!. I believe there is
only a handful of people that don’t care about a parking ticket we always say
don’t park on the street as you will get a ticket.
It is helpful for us to have the 3 free spaces outside the hotel for guests who
don’t want to go to the church in the rain or in the dark – single females in
the main are a little reluctant – so I would hate to see these go.
I just wanted to assure you we are very proactive.

I feel your pain totally and completely relate to all of the issues you are
raising.
I think your idea about incremental price increases for 2 or more permits is a
really good idea as an approach to manage the situation and also to promote
green transport. I’m sure the Council would be in full support too as it would
raise their income from parking (possibly they could even look at introducing
one or two electric car charge points as non of us could ever realistically
entertain the idea of an electric car because of outside power and our streets
would look like trip wire maze of extension leads haha).
I agree entirely about the policing of parking and the 6pm time being unhelpful
as it is the time we need it when we are getting home. I really hope the
council consider adopting the non resident bays into the resident parking
scheme to alleviate some of the parking pressures. I do wonder whether it
would be any deterrent if the council put in place 24/7 resident parking
notices (even if they had no intention of enforcing after 6pm), I know not
everyone pays attention but for some people it would work and it would not cost
a great deal of money for a few signs.
Possibly one other option might be for the hotel to have some signage in their
car park to direct their customers to use the rear of the church car park where
I understand an agreement exists for the hotel to utilise as an overspill car
park.
I know these measures won’t solve everything but every little might help.
Really sorry again I can’t make the meeting tonight but hopefully some progress
might be able to be made. I would love to be a fly on the wall when the
Council have to admit by their own data they have over sold parking permits
haha!

overnight parking on double yellow lines is now the norm, and often we dread
coming home late, since we won't be able to park in any permitted space -
sometimes we even give up on going out or staying for longer because of that.

Therefore, 760 Divided by 5.5 (average vehicle length) = 138 spaces based on
the Council’s own calculations.
QUESTION 2:
"In relation to the number of car parking permits issued the Council reports
the following number of resident permits have been issued:
Rossington Road 58
Newington Road 36
Everton Road 60
78 – 92 Brocco Bank 6"
TOTAL: 160 resident permits issued
QUESTION 3:
"No properties can be allocated more than 3 parking permits.

IN SUMMARY:
Based on the Council’s own figures and on the sample size requested it is clear
the council have over sold and over subscribed on resident parking permits,
granting approximately 22 permits more than there is physically space for!!!
This is without considering the additional impact of the Brocco on the Park
hotel and restaurant which certainly on Rossington Road places additional
pressure on the parking permits. Ordinarily this would be a problem outside of
the parking restriction times, however, I have all too often seen people
attending the hotel/restaurant parking on Rossington Road with blatant
disregard to resident’s parking being in effect. I am supportive towards the
hotel for the positive image it portrays and this is by no means a criticism of
the staff and management of the hotel as this situation is beyond their control.
MY QUESTIONS/OBSERVATIONS:
1. Why is the resident’s parking restriction time limited to up until 6pm when
to attempt to manage the parking situation 24/7 restrictions are needed to
attempt to supply sufficient parking for the resident permits issued?
2. How do the Council plan to take action to more appropriately match the
number of allocated parking bays to the actual capacity?
3. Why do students receive a discount for resident parking permits? Many
students are resident in Sheffield for the bulk of the year and we do not offer
discounts on factors such as road tax, so why should parking be any different?
4. Given there is a clear oversubscription of parking spaces at this time,
would it be sensible for the non-residential parking spaces at the bottom of
Rossington Road and Newington Road to be converted into resident only parking
to attempt to manage the shortage of capacity that has been created by the
Council issuing too many resident permits?
Once again, sorry I am unable to make the meeting and also for the length of
this email but hopefully the information may be of use and also makes
interesting reading for those of us frustrated with struggles to find car
parking spaces at times.
