If you are using JAWS, there is a third way. Press insert+4 to bring up a list 
of special symbols. Then type c until you hear "cents." It is the one before 
copyright in the list.

  1. When in DBT, press f5 to bring up the codes list. I think it's the second 
or third entry.

  2. You can create it by pressing alt key and on your numpad press 0162
