When in the Search list of Topics, did you arrow down once?
"Layout: Generate Table of Contents" was the next and only
other item.
(That said, I am working with the latest Help files, so it
may not be the case until you see the next autobuild or
beta.)
But do please keep the comments coming.

Thanks. While in help, I typed "generating" in the index,
clicked on "TOC," and was given the "historical
documentation" page, instead of any documentation relating
to TOC.
