Here's what I did:
Went to Help menu, selected "Help Topics."
Clicked on "Index" tab.
typed in "generating" for keyword.
The word "generating" showed up with the word "TOC" indented underneath.
Double clicked on "TOC."
Got the "historical documentation" window.

When in the Search list of Topics, did you arrow down once? "Layout: Generate Table of Contents" was the next and only other item.
(That said, I am working with the latest Help files, so it may not be the case until you see the next autobuild or beta.)
