What causes DBT to treat Roman numerals differently than any other letter groups, as far as translation? I can see where they might not do as they are told with respect to formatting. It is amazing how much difference use and non-use of the capital sign makes in writing and computing, where a good braille reader doesn't notice. I don't remember whether something I read is transcribed using BANA or BAUK rules from day to day. I might well be the only one on the list who is the only end user, as I am not in the business of producing braille.
