Yeah, where capitals are used depends on the mode set using the [capv] code,
and it is set differently in the initial style between the two British
templates.

Choosing "British, no capitals" under "Document: Translation Tables" would
cause capitals to always be disabled.  The template only disables them in
literary Braille; they may still occur for math.
