Sounds like what you are describing are ground driving lines Don't know about the leather part but Dover Saddlery carries something very similar, the smaller, round section from the bit through the rings on the surcingle or turrets if you will, then a wider, flat section for the rest of it. I think they are longer than normal driving reins...
