Ann,
I agree that the strap is a safety strap. My concern is
whether the yoke is mounted on top of the pole or mounted under the
pole. The pole that I restored had the safety strap fixed to the bottom
of the pole, indicating the yoke should be mounted below the pole.

Your little straps sounds more like a safety strap to help keep the yoke
from falling off the pole. Too often I see yokes without the safety
strap.
