Welcome to the fun of pairs. One is always trying to take advantage of the other. I suggest that you make sure your young horse really understands the job of going forward/pulling. You mention that he has only been driven once alone. Ground driving is not the same as driving single and he may need more single work to build his confidence and teach him to work and stay in the bridle.
