You could try a flash noseband and see if that will help him keep his mouth shut and not bite. I used one for a while on a young horse who fussed with trying to bite the other one in the pair and also tried to pull the quickrelease shackles etc. I used it for about 6 months and then didn't need to use it anymore. I can't use another rein on him as I am flat out holding the other pony and pushing him on. The biter is the lazy one. They both drive in snaffle bits, the biter is well broke to drive and 9 years old. The other is 6, he is well broke to drive, just not as steady as the lazy one. Thanks so much. Laurel
