I don't know off hand what rule changes you are referring to, and I don't 
know of any definitions about draft or gaited horses in our rule book but I 
think 
I can answer your two questions: No, Friesians are not considered to be 
"draft" horses, and for all I know Hackneys are not "gaited". As far as I know, 
the 
term "gaited" refers horses that don't have a regular "trot" - as that is 
defined in the rule book, but have the "running walk", like Tennessy Walkers 
for 
example.
