[drivingpairs] A potentially dangerous situation - help and thoughts please

Part 17 of one of our rule books indicate that for multiple hitches including
pairs, tandems, 4 and 6-in-hand, that britching is not to be used.
I have always felt that the britching on the wheel horses was ESSENTIAL to
keep the wagon or cart from rolling forward and hitting the horses in the wheel
position. This is the first time I have found it "illegal" to use.
