The connection works fine if I use https: instead of http: ;)

We have an exception for that URL to have it available with HTTP and
HTTPS. We default to HTTP because many people had problems with HTTPS
in the past. I don't see why it should make any difference for you.
The URL works just fine for me (and as far as I know everyone else)

I'm sorry for the noise.

Still, in my DW installation http: does not work, https: does.

I have no problem to visit http: URLs anywhere, so it can't be my
company's policy.

And on the same host, a simple 'wget
http://www.dokuwiki.org/lib/plugins/pluginrepo/api.php' results in the
attempt to download 1.241.332 bytes... (I cancelled ;))
