[dokuwiki] Re: translate tool

It seems like our dokuwiki-translate user got flagged at github.
Unfortunately we did not get an email about that. I only discovered it
by investigating your report. I contacted their support but they say
that their responses will be slow during the holidays.
Our account got re-established again. However they warned me that the
account may be get suspended completely in the future when they
receive more Spam-Flagging reports.
I think it would be best to let github users know about how the system
works so they know that they should not flag spammy PRs at github.
Maybe by adjusting the pull request body here:

the translation interface.
