Editing users doesn't alter their password under normal circumstances, which makes the problem peculiar to your particular configuration.

Can you please add some more information to your bug report.
- The authentication backend are you using.
- The web browser being used to edit users.
- List of any non-core plugins you have installed (core plugins are the one with the pink background).

Also, in Admin, Configuration Settings, switch on "debug" (last item in basic settings block). And then visit your wiki with ?do=debug appended to the URL. Copy and paste the output into file and then upload the file as an attachment to your bug report. Finally, revisit the config menu and turn "debug" off again.

For absolute confirmation, can you check with whoever is editing users that, in the edit user block, they leave the password field blank and they aren't checking the "notify user" field.

I did more testing...the culprit happens to be Chrome browser. It puts the password from memory into the password field so upon updating the user, it resets the password to whatever Chrome put into the password field. The workaround is to delete the password when updating the user information.
