[dokuwiki] Unable to modify users or config

Not really sure what happened, but when I attempt to change config it
appears in the config menu --
The settings file can not be updated, if this is unintentional,
ensure the local settings file name and permissions are correct.
I believe that the data directory permissions are correct, unless
theres something Im missing.
An added affect to this, is the inability to add users.
