Please have a look at 
     http://wiki.splitbrain.org/wiki:tips:logging

It won't send you an email every time a user logs in but it writes an
entry to a log file every time a user opens a page. This log file could
be evaluated by a whole bunch of web statistic report generators.

This way you could track which user watched which page and at which
time. The data is very sensitive and some care must be taken not to
abuse it. Nevertheless it is able to do what you requested.
