[dokuwiki] PHP 7.1 and 7.2 don't use UTF-8 filenames

Greetings.
Using php 5 or php 7.0, I have pages' file names in UTF-8.
But with php 7.1 and 7.2, DokuWiki doesn't read pages with non-ASCII names.
And it writes pages' names in local (Windows-1251) encoding.
This happens both with Apache and NGINX.
OS Windows 7.
What should I do?
