[dokuwiki] New proposal for minor changes (to start new thread)

okay, i have read the discussion, and i think this is probably the best
solution:
minor edit button only comes to logged in users.
if $conf['requiresums'] == 0:
sums are never required, but optional (for both minor and normal edits)
if $conf['requiresums'] == 1:
sums are required for normal edits
if $conf['requiresums'] == 2:
sums are required for minor and normal edits.
minor edits are not showed in the feed. but still recorded in the
changes. (one can pass an argument to the feed generator to still show
all changes including minor, but it shouldnt do that default)
