To avoid adding another configuration option I used $conf['recent'].
This is the same option that sets the number of lines per-page in the
recent changes view.
It appears that if the import runs into any entries that are old
enough to not include the minor changes flag, it drops the first
character of the edit summary. Could you maybe check if that character
is a space or '*' and if not just leave it as part of the summary?
