I still have a nascent housekeeping plugin, one of its not so implemented features is ability to move a page or namespace. Previously (amongst a whole host of other things) it altered the changelog to ensure the page's history moved with the page. Now I guess that isn't necessary, but I wanted to check.

Well, there is still a global changelog which keeps the changes of the last few days and is used for RSS feeds and the overall recent changes, you'd probably need to do something there - but maybe adding a "moved" entry would be enough.

That is how I was thinking of handling it. Leave the old changelog and attic files alone, add a moved changelog line, and start a "new" page. The new page would probably need to start with a moved from changelog line for completeness. Maybe 'M' for moved and 'm' for moved from? See also,
