[dokuwiki] Issues with the new section edit handling

Hi Ben and *!
There are some things I'd like to see fixed in the new section edit
handling (patch from May 22th). Ben, it would be great if you could have
a look at it.
1. A section edit button is shown for the "This page does not yet
exist" message - I think it's unnessary and a little bit confusing
2. A section edit button is shown even if there is only one section,
again I think it unnessary
3. This is the biggest problem: The section does no longer contain it's
subsections without it's own edit buttons. Have a look at the
wiki:plugins page: The Syntax plugin section button comes above the
"Formatting" section but should come beyond the "Behaviour" section.
This is because Formatting is now it's own section but has a too low
level to get its own button.
