how can i sign it if i'm not allowed to edit the page ?  other pages show the
"Edit this page" button, and the bottom says "Logged in as vapier".

For legal reasons you need to be logged in. (Otherwise anyone can sign with your name.) That's why the page was made editable for logged in users only. But as you're writing that you *are* logged in, not sure what might have gone wrong. Admins, can anyone explain that?
