That depends entirely on the template. Are you asking what is planned?

Style Sheets: There are now so many style sheets in the css directory
and so many selector dependencies that, to make changes, we need a
road-map. This may be the CSS version of OO, but it makes dealing with
the CSS much more difficult for admins.

The idea is that template authors shouldn't bother about any of the CSS files starting with an underscore! That way you'll only have two main CSS files (design.css and content.css) and two minor ones left with about 99% of the styling most template authors usually bother to change.

Why does it make dealing with it more difficult for *admins*? Or was that a typo?
