I did not install "info", it was there already.
Thats ok, info is a syntax plugin and doesn't show up on admin menu.
I did some checking and I now know where that menu item comes from. Its
shown because you have "openregister" set to off. But you are right it
shouldn't be shown.

Do we need special handling for openregister now there is the user manager?
If "do=register" is still required, the admin menu item needs patched to
check for canDo('addUser'). The handling function, register() is safe -
it checks with canDo.
