`source` will be available to all users with read access (including guests),
except you explicitly disable it with
https://www.dokuwiki.org/config:disableactions ;(but all users will not be
able
to use that anymore).

`move` will be available to all users with write access, I believe. Even if
you
hide the button to users who has write access, users can still "move" pages
manually by editing pages. It's more of a helper tool.
