The current feed only reports the most recent change for any page. I think this makes sense when you don't have a minor-edits feature, but once we have this feature, we might want the feed to report all major edits. My site needs to do this, though a regular site might not. You also make a great point about helping the user to understand what that checkbox means. But if we label the checkbox "Publish via RSS", then suddenly we lose the classification system you subsequently recommend. It makes sense to say you're configuring the feed to include or exclude minor edits, but it doesn't quite make sense to say you're configuring the feed to include or exclude edits published to the feed.
