Man, I looked all over and couldn't find that.  So why is rescue mode
and init=/bin/bash broken?

Can you file an issue for rescue mode being broken please? Please
include which virtual machine program you use. I can take a look.

My guess regarding init=/bin/bash is that you end up in the initrd,
not in the actual system?

Also I just did a shutdown -r now after a distri update and systemd
complained that it failed to umount /ro.  If it really is read only and
can't be unmounted then shouldn't it be exluded so systemd doesn't try?

Is this purely a cosmetic issue or does it prolong shutdown?

Unmounting /ro is tricky as there will always be running processes
keeping files open.
