The government stressed the following point as a weakness: "No approaches
are described to address the issue of “control plane fragmentation”; and
“models for the formal study, verification, and analysis of algorithms and
protocols ….for heterogeneous coalition networks and network components”,
as described in the PA (pp 17-18, A.1.) for the required topic;"
To address it, I added some text in Richard's write-up. Any comment is
very welcome.

Folks,
For my own edification I went through the various emails about the
government feedback for P1, taken from the official response
documents, Dinesh's response slides from the visit, etc. I put them
all together to help focus my thinking about what we need in P1.
I'm sharing it in the hopes that it is useful to others.
