Dear Neighbors,
The District is in the process of creating a new East End health care
system, which will include a state-of-the-art community hospital on the St.
Elizabeths East campus, an adjacent ambulatory care complex, and two urgent
care centers, one in Ward 7 and one in Ward 8.
Creating a comprehensive healthcare system has been one of my top
priorities since returning to the Council because the residents of Wards 7
and 8 deserve to have quality and equitable access to health care services.
This will be the first time that the East End of the District has ever had
a true integrated health care system.
Another one of my top priorities is ensuring that United Medical Center
(UMC) remains open until the new hospital opens in the Fall of 2024. I am
also continuing to make sure we maintain an uninterrupted presence of an
emergency department and behavioral health services at UMC throughout the
transition to the new hospital. Accordingly, I held a public oversight
hearing on Monday with the Not-for-Profit Hospital Corporation regarding
UMC’s operational and wind-down plan.
Four years ago, UMC experienced significant declines in patient volume
after a series of tragic medical errors occurred at the hospital and
obstetrical care services were suspended. The hospital also had ongoing,
severe financial struggles. However, I believe we are now in decent
standing. During the hearing, I heard testimony from Angell Jacobs, Chair
of the Fiscal Management Board of the Not-for-Profit Hospital Corporation
(UMC), Deputy CFO and Chief of Staff of the Office of the Chief Financial
officer, and testimony from Marcella Maamari, UMC Interim Chief Executive.
I am pleased with the level of skill and experience they possess. I am also
confident in their ability to successfully maintain the operations of UMC
and the transition phase when the new hospital is completed. I will keep
you abreast as those plans continue to unfold.

*Redistricting in the District: What You Need to Know*
Council of the District of Columbia launched its once-in-a-decade
redistricting process. Normally, decennial redistricting begins in April,
but a five-month delay in the release of 2020 Census data delayed the
process.
Chairman Phil Mendelson has since then appointed a subcommittee to direct
the Council's redistricting work, consisting of three at-large
Councilmembers: Elisa Silverman, who chairs the subcommittee, along with
Anita Bonds and Christina Henderson. Using data from the 2020 Census, the
subcommittee will make recommendations to the full Council on redrawing
ward boundaries to ensure balanced ward populations and representation in
the legislature.
The subcommittee, along with ward-specific task forces, will also make
recommendations on redrawing Advisory Neighborhood Commission (ANC)
boundaries to meet similar balancing and fair representation goals.

*Testify at the Public Hearing on the Willie J. Hardy **Memorial** Bridge
Designation Act!*
Women have always played a significant role in ensuring the progress and
long-term development of cities, states, countries and nations. As such, I
was pleased to introduce the “Willie J. Hardy Memorial Bridge Designation
Act” to honor the work and legacy of an extremely formidable woman, Willie
J. Hardy, who was the first elected Councilmember for Ward 7 under the Home
Rule Charter in 1975.
Willie J. Hardy was regarded as a staunch community activist who made a
name for herself championing the rights of the poor and disadvantaged, not
only in Ward 7, but across the District.
This bill, which I introduced last March, will redesignate the Lorraine H.
Whitlock Memorial Bridge, the bridge on Benning Road, N.E., located between
34th Street, N.E. and Minnesota Avenue, N.E,. as the Willie J. Hardy
Memorial Bridge. I previously introduced legislation that will rename Aiton
Elementary School after Lorraine H. Whitlock, another formidable Ward 7
leader.
On November 3rd, the Council will hold a hearing on the “Willie J. Hardy
Memorial Bridge Designation Act.” Please sign up to testify. Your voice

*COVID-19 Update*
Currently, there are 63,588 confirmed cases of Coronavirus in the District,
and tragically 1,186 deaths caused by COVID-19. African Americans still
account for 75% of COVID-19 deaths in Washington, DC compared to about 46%

In recent news, the Pfizer vaccine for 5-11 year olds has shown to be safe
and effective against COVID-19. This is great news for keeping our kids
safe from a deadly virus and making it safe for in-person learning!
Hopefully, the Federal Food and Drug Administration (FDA) will approve
soon.
*DC Faith-Based and Community-Based Organizations Vaccine Exchange Program!*
DC faith and community-based organizations are now able to schedule vaccine
clinics for DC residents through the District's Vaccine Exchange Program!
DC Health and the Office of the Chief Technology Officer (OCTO) recently
announced the launch of a new program that connects District organizations,
including faith-based and community-based organizations as well as District
employers, with vaccine providers that can assist with providing COVID-19
vaccinations to large groups in the community or workplace.
Through the Vaccine Exchange Program, organizations are now able to submit
requests for a vaccine clinic and vaccine providers are able to accept
those requests and schedule clinics.
The Vaccine Exchange Program, clinics can accommodate groups of individuals
from community groups, employers or groups of individuals. The clinics can
take place indoors or outdoors. Vaccine clinic operations generally require
use of three distinct spaces for the following functions: check-in, vaccine
administration, and post-vaccination observation. All spaces must allow for
social distancing to be maintained.

Tracking and contact tracing are very important parts of the District’s
strategy to eliminate the community spread of COVID-19. The District
contact tracers report to Dr. LaQuandra Nesbitt, Director of DC Health (the
Department of Health). Contact tracing allows the District to contact
persons who have been exposed to a COVID-positive individual. Fast and
effective contact tracing is important for controlling the spread of the
virus and will need to be part of any strategy for decreasing community
spread and school reopening. Dr. Nesbitt indicated that the District is
having difficulty convincing COVID-positive persons to be forthcoming,
confidentially sharing about all of the individuals with whom they have
been in contact. We must work at conveying the message that contact
tracing is not about embarrassing or stigmatizing a person, but instead, is
about keeping the community safe while remaining anonymous.

continue next week*
Metro continues working to finalize plans in cooperation with safety
officials to return the 7000-series railcars to passenger service and fully
restore its rail system. As a result, Metrorail service will remain at the
current reduced service levels through at least October 31, 2021.
During this time, trains will operate basic service every 15-20 minutes on
the Red Line and every 30-40 minutes on all other lines. Silver Line
service will continue to operate between Wiehle-Reston East and Federal
Center SW only. Customers are encouraged, where it makes sense for them, to
use Metrobus service as an alternative.
“We understand it has been a difficult week for people who depend on Metro
in the region, and acknowledge the challenges our customers are
experiencing,” said Metro General Manager Paul J. Wiedefeld. “We are
working as quickly and safely as possible to inspect every wheel on the
7000-series railcars and it’s important to get that right.”
To help alleviate the railcar shortage caused by the absence of all 748
railcars in the 7000-series fleet, Metro is making every effort to put
additional trains into service, including some 2000-series railcars from
storage, and 6000-series railcars which are undergoing maintenance repairs.
Metro is working with the Washington Metrorail Safety Commission and
7000-series railcar manufacturer, Kawasaki, to complete the inspection
process. To date, all but about 100 cars in the 7000-series fleet have been
inspected.
In order to safely return the 7000-series railcars to service, Metro is
developing new plans and processes for inspections, which include
evaluating the inspection frequency using new data to determine how often
to check wheel alignment. The 7000-series railcars had been inspected based
on industry standard every 90-days.
Once railcars are ready to return to service, additional logistics need to
be addressed to ensure railcars and equipment are allocated across the
system. This requires redistributing the railcars to Metro’s rail yards and
taking into consideration new inspection schedules as part of routine
passenger service.
Due to the reduction in service, customers may experience full railcars,
buses and stations. Metro has improved air filtration on railcars, buses,
stations and other Metro facilities. Metrorail cars recycle the air
approximately every three minutes. As a reminder face masks continue to be

*New Dialing Procedure for Customers with the 202 Area Code*
(Washington, D.C.) All customers with the 202 area code should prepare for
10-digit dialing and the introduction of the new 771 area code. The 771
area code will be added as an overlay to the 202 region. An overlay is the
addition of another area code (771) to the same geographic region served by
an existing area code (202). *An overlay does not require customers to
change their existing area code, but does require customers to dial the
area code to complete local calls.*
Customers should ensure all services, automatic dialing equipment,
applications, software, or other types of equipment are reprogrammed to
dial 10 digits if they are programmed to dial just 7 digits, and recognize
the new 771 area code as a valid area code. Examples include life-safety
systems, fax machines, Internet dial-up numbers, gates, ankle monitors,
speed dialers, mobile phone contact lists, call forwarding settings,
voicemail services, and similar functions. Be sure to check your business
stationery, advertising materials, personal checks, and your personal or
pet ID tags to ensure the area code is included in your telephone number.
Important safety and security equipment, such as medical alert devices, and
alarm and security systems must be programmed to use 10-digit dialing.
Many systems operate on 10-digit dialing by default, but some older
equipment may still use 7 digits. Any needed reprogramming of alarm and
home security equipment must be done between April 10, 2021 and October 9,
2021. Please contact your medical alert or security service provider if you
are not sure whether your equipment needs to be reprogrammed to accommodate
the upcoming change to 10-digit local dialing.
*Beginning October 9, 2021, all local calls made within the DC 202 area
code must be placed using 10 digits (area code + the 7-digit telephone
number). On and after this date, calls placed using just 7 digits will not
be completed. *
*Beginning November 9, 2021, new telephone lines or services may be
assigned numbers using the new 771 area code.*
The key facts for consumers to know about the upcoming DC 202/771 area code
overlay are:
- Your current telephone number, including current area code, will not
change.
- If you seek new phone service on and after November 9, 2021, you may
be assigned a phone number with the 771 area code.
- You will need to dial area code + telephone number for all local
calls, including calls within the same area code.
- You will continue to dial 1 + area code + telephone number for all
long distance calls.
- What is a local call now will remain a local call.
- The price of a call, coverage area, or other rates and services will
not change due to the overlay.
- You can still dial just three digits to reach 911. You can also dial
three digits to reach 211 and 811, as well as 311 and 511, where available.
Please remember to identify your telephone number as a 10-digit number and
include the area code when giving the number to friends, family, business
associates and customers, etc.
Remember that all local calls must be programmed using 10 digits and add
‘1’ for all long distance calls.
