Dear Neighbors,
I am pleased to report that the FY23 proposed budget thus far has made
major investments thus far to advance health equity across the District. I
am equally satisfied that several key health funding priorities I requested
were included in the Mayor's proposed budget, such as:
- Additional funding for school nurses;
- Increases in pay for health care workers; and
- Alliance healthcare reforms that ended the requirement for in-person
enrollment and recertification.
These investments will do much to keep people healthy as they will be able
to remain insured and able to engage in preventative care.
On Wednesday, the Committee on Health held its budget markup for the
agencies under its purview. Through a reallocation of $3 million in
funding at DC Health and the Departments of Behavioral Health (DBH) and
Health Care Finance, we were able to add:
- nearly $1.4 million for school nurses in addition to the Mayor's 4.5
million in one-time funding;
- $2.4 million at DBH to increase wages for clinicians;
- $1 million for expansion of Birth-to-Three programs;
- $700,000 for Healthy Futures, a child healthcare program;
- $300,000 for an additional Healthy Futures site which will give us six
program sites by the end of FY23;
- $150,000 for the District’s first-time mothers home visiting program;
- $75,000 to support the mental health services for girls in DC public
and charter schools; and
- $250,000 to ensure continuity of services to community grants aimed at
reducing opioid overdoses, specifically for the LGBTQ+ community.
While I am pleased that the Mayor has funded several of my budget requests
in her FY23 budget proposal, there is still much work to be done to ensure
that what remains is reflective of what has been voiced as Ward 7
priorities by residents and community leaders.
As such, I included the Winston Education Campus and Hillcrest Recreation
Center site as part of my FY23 budget letter to the Mayor. The vitality of
the Hillcrest Recreation Center as a long-standing entity in the Hillcrest
neighborhood is evident but it is in desperate need of modernization. The
Winston Education Campus, a vacant former DCPS school directly adjacent to
the Hillcrest Recreation Center, has been passed over as the potential
location of a school and no final plans had been announced as the building
continues to deteriorate and the site remains unused. Some in the
community have expressed a desire for a quality middle school.
On one hand, I appreciate the Mayor’s focus on these important Ward 7
assets with recently announced plans for a $15 million indoor pool at
Hillcrest Recreation Center, and at Winston to stand up a community-based
program that will create a city-wide facility for project-based and
career-oriented learning open to students across the city in both the DCPS
and charter sectors. The $35 million investment at Winston includes a full
demolition of the existing building to make way for new construction. I am,
however, displeased that the Winston plan was formulated without
consultation from me and the Hillcrest community and seems to negate the
desire from some in the community for a middle school for Ward 7 students
and families.
As the Council continues its budget oversight, I will continue to monitor
what is being proposed for Winston to ensure that the $35 million that has
been placed in the budget is used in keeping with the community’s vision.

*Ward 7 ANC Redistricting Update*
Now that we have set the new Ward 7 boundaries, we’ve turned our attention
to adjusting the Advisory Neighborhood Commission (ANC) and Single Member
District (SMD) boundaries as a part of the on-going redistricting process.
In this final part of the redistricting process, each
ward councilmember was responsible for establishing a ward task force
to provide ANC/SMD boundary recommendations. I want to thank the 19 members

*Breaking Ground! The** Joy Evans Therapeutic Recreation Center*
Many thanks to my Council colleagues and DPR and DGS leadership who came
together to help us name and break ground on the Joy Evans Therapeutic
Recreation Center in Ward 7 this past Wednesday. It was my pleasure to
honor Joy Evans by introducing the “Joy Evans Therapeutic Recreation Center
Designation Act of 2019.” This bill moved Joy Evans’ name, which was on a
therapeutic recreation center in Ward 6, to the therapeutic center in Ward
7 at 3030 G Street, SE. This $37 million renovation project will include a
new building, gym, indoor pools, multipurpose room, kitchen, and technology
lounge.
Joy Evans was a child who lived at Forest Haven, an institution for
individuals with disabilities, and the principal plaintiff in a
class-action lawsuit filed against the District for the violation of the
constitutional rights of people with disabilities. The lawsuit led to the
closing of Forest Haven. I was in the courtroom when the presiding judge
officially ended court oversight of the Evans case just a few years ago.
*COVID-19 Update*
Currently, there are 134,623 confirmed cases of Coronavirus in the
District, and tragically 1,319 deaths caused by COVID-19. African Americans
still account for 75% of COVID-19 deaths in Washington, DC compared to
about 46% of population. *As we have seen with the spike in COVID-19 cases
due to the highly contagious Omicron variant, it is advised that **r**egardless
of **y**our **vaccination status to continue to wear your face coverings
and practice social distancing while out in public or indoors*.

*DC Faith-Based and Community-Based Organizations Vaccine Exchange Program!*
DC faith and community-based organizations are now able to schedule vaccine
clinics for DC residents through the District's Vaccine Exchange Program!
DC Health and the Office of the Chief Technology Officer (OCTO) recently
announced the launch of a new program that connects District organizations,
including faith-based and community-based organizations as well as District
employers, with vaccine providers that can assist with providing COVID-19
vaccinations to large groups in the community or workplace.
Through the Vaccine Exchange Program, organizations are now able to submit
requests for a vaccine clinic and vaccine providers are able to accept
those requests and schedule clinics.
The Vaccine Exchange Program, clinics can accommodate groups of individuals
from community groups, employers or groups of individuals. The clinics can
take place indoors or outdoors. Vaccine clinic operations generally require
use of three distinct spaces for the following functions: check-in, vaccine
administration, and post-vaccination observation. All spaces must allow for
social distancing to be maintained.

Tracking and contact tracing are very important parts of the District’s
strategy to eliminate the community spread of COVID-19. The District
contact tracers report to Dr. LaQuandra Nesbitt, Director of DC Health (the
Department of Health). Contact tracing allows the District to contact
persons who have been exposed to a COVID-positive individual. Fast and
effective contact tracing is important for controlling the spread of the
virus and will need to be part of any strategy for decreasing community
spread and school reopening. Dr. Nesbitt indicated that the District is
having difficulty convincing COVID-positive persons to be forthcoming,
confidentially sharing about all of the individuals with whom they have
been in contact. We must work at conveying the message that contact
tracing is not about embarrassing or stigmatizing a person, but instead, is
about keeping the community safe while remaining anonymous.

On May 3rd DC Health Link will host the 8th Annual POWER DC Small Business
Summit in the newly renovated Martin Luther King Business Center/Rooftop.
POWERUP DC is geared towards providing small businesses, non-profits and

The Hillcrest Community Civic Association (HCCA) is pleased to announce
that it will award up to five scholarships to deserving District of
Columbia students in 2022.
The Hillcrest Community Civic Association Scholarship will provide $2,000

*Cooper-Gordon Park Public Art Project*

The DC Commission on the Arts and Humanities (CAH), in partnership with the
District of Columbia Water and Sewer Authority (DC Water), the District
Department of Parks and Recreation (DPR), and the Department of General
Services (DGS) seek District-based artists or artist teams experienced in
designing and fabricating large-scale outdoor public art to design and
fabricate a sculpture to be installed at Cooper-Gordon Park. One artist or
artist team will be selected to design and fabricate a permanent public
artwork for the Fiscal Year 2022 Cooper-Gordon Park Public Art Project
(CGP). Grant funds may be used for design, materials, fabrication,
personnel, and project management. The finished artwork will be placed in
the renovated Cooper-Gordon triangle park in the Shaw neighborhood of

The DC Commission on the Arts and Humanities (CAH), in partnership with the
DC Department of Public Works (DPW), seeks graffiti and aerosol mural
artists and artist teams to design, create and install aerosol murals as
part of the MuralsDC program. There are over 150 MuralsDC projects across
all eight wards of the District of Columbia.
FY2022 MuralsDC is the 15th Anniversary of the MuralsDC initiative. To
celebrate this milestone CAH and DPW are seeking bold and new, next-level
designs from artists across mediums that use traditional aerosol graffiti
in their practice. Muralists must demonstrate experience executing
large-scale exterior murals. Designs with content that promotes Love,
Peace, Hope, Harmony, Unity, Thought, Change, and Beauty are encouraged.

applications, software, or other types of equipment are reprogrammed to
dial 10 digits if they are programmed to dial just 7 digits, and recognize
the new 771 area code as a valid area code. Examples include life-safety
systems, fax machines, Internet dial-up numbers, gates, ankle monitors,
speed dialers, mobile phone contact lists, call forwarding settings,
voicemail services, and similar functions. Be sure to check your business
stationery, advertising materials, personal checks, and your personal or
pet ID tags to ensure the area code is included in your telephone number.
Important safety and security equipment, such as medical alert devices, and
alarm and security systems must be programmed to use 10-digit dialing.
Many systems operate on 10-digit dialing by default, but some older
equipment may still use 7 digits. Any needed reprogramming of alarm and
home security equipment must be done between April 10, 2021 and October 9,
2021. Please contact your medical alert or security service provider if you
are not sure whether your equipment needs to be reprogrammed to accommodate
the upcoming change to 10-digit local dialing.
*Beginning October 9, 2021, all local calls made within the DC 202 area
code must be placed using 10 digits (area code + the 7-digit telephone
number). On and after this date, calls placed using just 7 digits will not
be completed. *
*Beginning November 9, 2021, new telephone lines or services may be
assigned numbers using the new 771 area code.*
The key facts for consumers to know about the upcoming DC 202/771 area code
overlay are:
- Your current telephone number, including current area code, will not
change.
- If you seek new phone service on and after November 9, 2021, you may
be assigned a phone number with the 771 area code.
- You will need to dial area code + telephone number for all local
calls, including calls within the same area code.
- You will continue to dial 1 + area code + telephone number for all
long distance calls.
- What is a local call now will remain a local call.
- The price of a call, coverage area, or other rates and services will
not change due to the overlay.
- You can still dial just three digits to reach 911. You can also dial
three digits to reach 211 and 811, as well as 311 and 511, where available.
Please remember to identify your telephone number as a 10-digit number and
include the area code when giving the number to friends, family, business
associates and customers, etc.
Remember that all local calls must be programmed using 10 digits and add
‘1’ for all long distance calls.

The Department of Consumer and Regulatory Affairs (DCRA) announces that it
is extending the application grace period for Short-Term Rental Licenses to
June 9, 2022.
In support of the Short-Term Rental Regulation Act of 2018

DCRA began accepting applications for Short-Term Rental Licenses on January
10, 2022. To give short-term rental hosts enough time to get the required
documentation and obtain licenses, a 90-day grace period was implemented.
To assist hosts who have not yet obtained their licenses, and to allow them
confirm eligibility for the Homestead Deduction or obtain a Certificate of
Clean Hands from the DC Office of Tax and Revenue (OTR), DCRA will extend
the grace period for an additional 60 days until June 9, 2022.

Two
license types available to those wishing to conduct short-term rentals in
the District:
1. *Short-Term Rental License*: Allows a host to offer fee-based lodging
at their primary residence while the host is present on the property (for
example, a bedroom within a home). As long as the host is present, there is
no limit on the number of stays allowed during a calendar year; however,
each short-term rental stay is limited to 30 or fewer continuous nights.
2. *Short-Term Rental: Vacation Rental License*: A "Vacation Rental" is
a type of short-term rental that allows a host to offer fee-based lodging
at their primary residence without being present on the property (for
example, a full home). Cumulatively, vacation rentals cannot exceed 90
nights in any calendar year, and each rental is limited to 30 or fewer
continuous nights.
Short-term rentals are limited to a host’s primary residence, which the law
defines as a property for which the owner is eligible for the Homestead Tax
Deduction. Only natural persons are eligible for short-term rental
licenses; business entities such as an LLC or corporation are not eligible.
*Cost to License*
The total cost for a two-year short-term rental license is $104.50, which
includes a $70 processing fee, a $25 endorsement fee, and a 10% technology
fee. The overall license cost is in line with or cheaper than other
comparable jurisdictions locally and nationally. As an example, the cost of
a two-year short-term rental license in San Francisco, California is $450.
Once the extended enforcement grace period ends on June 9, 2022, failure to
comply with the District’s short-term rental requirements may result in
fines of up to $250 for the first violation, escalating up to $1,000 for a
third violation. Violations can be reported to the District of Columbia
Short-Term Rental Hotline by calling 202-221-8550.
