I assign sends to frozen synth's audio tracks all the time and that works.
I'm sure your EQ should work as well.

What i am saying though is, if I make the eq changes while the track is
frozen, will that work? It sounds like its changing, and I am doing it while
it's frozen. Is that okay?

If you are making the eq changes on the audio track that is associated with
the soft synth, they will still be in effect when you unfreeze it.

If I change some eq parameters on a soft synth track that has already been
frozen, do I need to unfreeze that track in order for those changes to take
place when I export, or can the track stay frozen while i make the eq
changes?
