Hello:
Well, have you done some cutting and pasting in your project?  If you have,
there is a good chance that you have also pasted additional tempo changes
into your project.  You will need to delete redundant tempo changes before
you can change the overall tempo of your project.  Just select the entire
project and then uncheck everything except tempo changes in the cut dialog.
